Pick one or two. Cursor for IDE work, ChatGPT Enterprise for general questions. Having options is fine. Having five options per category isn't.
Tier 2: Approved for Specific Use
Some tools are useful but don't need org-wide deployment. A team building ML features might need access to specialized tools that other teams don't.
These get approved on request. Clear guidelines about what data can touch them. Quarterly reviews to see if they should move to Tier 1 or get cut.
Tier 3: Blocked
Free tiers of tools that train on your data. Tools without enterprise agreements. Tools from vendors you can't vet. Block these at the network level if you can, policy level if you can't.
Making It Stick
